The government that has enemies of its own household
The agreement of the OSCE, signed and initialed by the heads of government of all member states and which entered into force on 1 January 1998, whereby all the countries of Europe commit themselves, in every crisis, to come to one another's aid, represents one of the paradoxes and strangest events for the prime minister of the Nano government.
The OSCE would be set in motion as an international body and not as an NGO to help the Albanian government with 6,000 police officers. But the problem of the Nano government did not lie in the difficulty of implementing this agreement, but in the absurdity of the situation in which the prime minister found himself: his country is being torn apart by internal enemies, communists and former communists, and the government must be protected by international police.
The head of government’s problem becomes more complicated when he thinks that his main enemies are not the democrats, or those once called “criminals,” but those whom his government and socialist propaganda presented as the undisputed victors of the elections. Thus it is necessary to make a distinction for the sake of the Albanian government, for its concern over the danger coming from those who made it a government.
First of all, the Speaker of Parliament, Gramoz Ruçi, must be mentioned. Not because he has made any strong statement, but because no one can deny that the current government is being held hostage by the power struggle within the Socialists. In this sense, the government has enemies of its own household, more dangerous than the opposition, because they are eating it from within. The opposition, mobilized in a civic manner through protests, rallies and hunger strikes, is exerting political pressure; while the hidden opponents within the majority are eroding the foundations. This makes the prime minister seek salvation from outside precisely when he finds no security from within.
Therefore, the request for 6,000 foreign police officers, despite all its justifications, is not only a sign of the weakness of the state, but also of a government that no longer trusts even itself. Instead of securing public order with its own institutions, it seeks rescue through international forces. This is a political and moral failure.

Only item: Setting the date of the rally in Skënderbej, assessing the situation in Albania after the latest events, as well as preparations for the rally in Skënderbej.
It is decided:
First item: The Union rally in Skënderbej, scheduled for 1 February, Sunday, at 11:00 a.m. in front of Hotel Dajti, will take place under the strong protection of Albanian opposition forces and innocent citizens outraged by the anti-national policy of the Nano government, as well as under the protection of the Council of Europe.
Also on hunger strike and protesting in defense of the Skënderbej rally are the citizens of Tirana and of all Albania, who are acting with full conviction that their protest will become a living example of the revival of Albania and democracy.
